Mr. Sothie Keo serves as Secretary of State of the Ministry of Post and Telecommunications. In his role, he oversees legal and policy work as well as ASEAN affairs of the Ministry. He is spearheading the drafting of key laws and policies including the Draft Law on Cybersecurity, Draft Law on Personal Data Protection, Draft National Artificial Intelligence Strategy, and Draft Cloud First Policy. Mr. Keo is also a Deputy Secretary of the General Secretariat of the National Council for Digital Economy and Society and a Deputy Secretary of the General Secretariat of the Digital Security Committee.??

Mr. Keo is a licensed lawyer both in the Kingdom of Cambodia and the State of Colorado. He received his Juris Doctor and Master of Laws from Northwestern University School of Law and Bachelor of Arts in Political Science from the University of Washington.?
